As for the 12:00 being held up it could be something like that or, as its EC has the potential to also be FC pacs riating because the hot option on the complimentary menue was unavailable, again!

TOCs are fined for anything after a minute's delay within their own control, and it isn't cheap.

Don't know where you get that idea from?

My job involves building business cases for performance or reliability improving modifications to rolling stock and impact minute costs are so minimal that they very, very rarely ever contribute anything meaningful to justifying a modification.
