How are trains dispatched on LU? Is it by the driver or the platform staff? Does the white light on the platform wall (above head height) relate to dispatch?

Platform staff have only an advisory role, on LU the Train Operator has full responsibility for dispatch.

The White light tells the Station staff, on ATO lines that the signalling is ready for the train to depart.
On S stock this is to be replaced with White lights on the trains, located in the cluster with the door indicator lights.
