Does anyone know if staff are allowed to give people batons,I was at Liverpool lime st and a dispatcher walked past and I asked him for his baton became it was battered he said he would but northern are running low,Are they allowed to give it to us?

It would be company property, so no. Doesn't really matter how battered it is!

Short answer is no.

As @Horizon22 points out, they don’t belong to an individual to give away (compared to items that belong to the company but are designed to be given away).

There are also safety implications of them getting into the wrong hands (although full acknowledgment that they are often left laying around, relying on trust that people won’t take them for a walk!)

What would you do with it anyhow?

100% no. I can't really understand why you thought they'd say yes, they are obviously not going to hand out their equipment to anyone who asks.

offering the benefit of the doubt and assuming the poster is a kid:

No - staff cant just give you thier equipment. It belongs to the company, it is required for thier job and could be used by people for nefarious means.

I'm not saying this applies in this case, but the railway attracts an unusually high number of people with various neurodiverse conditions or just people with very unusual social ability / understanding (or lack of) - who may lack insight into what is "normal" or acceptable behaviour. I've seen this demographic get quite animated when refused access to cabs, told they can't press a button etc, and back in my station management days, it was all manner of uniform items and bardic lamps which were requested, and when refused, often pilfered eventually anyway!

A member of staff, being randomly approached by a complete stranger unexpectedly, and asked to give up their dispatch baton, for free, whilst obviously having just used it is quite extraordinary behaviour.

Why do you ask?

Batons are battered because they are in constant, daily use; often by different members of staff. They are put down, get bashed about etc. so will see daily wear and tear.

I don't know if "social stories" are still used but maybe the OP's parents should teach him what is/is not acceptable behaviour on the railway.
