If a Devon Ranger ticket is held, but the passenger wants to travel past the boundary of validity, for example to continue from Tiverton (the boundary), to Taunton (outside), what ticket is needed? Can he buy an overdistance excess, or would a full ticket be needed? Also, would the train need to stop at Tiverton Parkway?

You would need to buy a "normal" ticket from the boundary station to your destination, so if heading towards Taunton/Bristol you would need to buy a ticket from Tiverton Parkway.
On a Devon Day Ranger, the train would need to call at Tiverton Parkway (unless the other ticket is a season ticket or a leisure travel pass). In order for a ticket to be classed as a "leisure travel pass" it has to be valid for a minimum of 3 in 7 days, or for 7 consecutive days. In contrast, a Devon & Cornwall Rover would not need to call at the boundary point, but the other ticket could not be a season or a leisure travel pass.
