"Devon and Cornwall Railways" is listed as being a open-access rail company 'In Development". On further research it is owned by British American Railway Services, which own the Dartmoor Railway. Is this actually a new rail company proposing new open access services in Devon and Cornwall. Or is it simply something to do with the Meldon Quarry line?

At the moment its more of a spot hire company with ambitions of running the odd freight (I believe at least one trial has run) and open access passenger services.
Their locos are 56's and 31's and crop up from time to time on spot hire short term flows like scrap, or (not so often now) on test trains when 31 availability is low.

DCR is planning to provide daily passenger services between Okehampton and Exeter, but I believe they're having real problems in getting their passenger licence. The daily service was meant to have started in 2010, but at the moment there is no sign whatsoever of a start date.
Meanwhilst, if and when they do finaly start up - their going to need a better set of coaches! They had earmarked a couple of DBSOs, which on my last inspection of them are sadly in a state...As for their Mk2s in store at Yeovil - I think the best thing to do to those is scrap them - The inside construction bars are starting to show through thanks to the rust when i last saw them (and that was well over a year ago)...
