Devon and Cornwall railcard

Was just wondering if there was an alternative to the photo id requirements for the Devon and Cornwall railcard. Living in Plymouth and travelling within Devon and Cornwall a lot, this could save me a good amount. However the application form states that a passport, driving licence or work id are needed to apply and i dont have any of those. Thanks in advance.

Or a college or school ID, if you have one.
If you still have none I would go to a station and explain the situation; do you have anything similar (library or membership card of something else)?
