If a TOC wants to reallocate train crew and maintenance staff between depots that are just a few miles apart do staff get compensated for the move and what consultation if any is required

It should follow basic redundancy rules.
When one of our depots was rebuilt and relocated, all Drivers were given the option of a free move. Legally no compensation is reguired. My contract has a couple of clauses where you could be compensated if it required you to move home but the compensation is just covering your legal fees and moving costs. We also have a clause where a 'reasonable distance' for a move is 15 miles. Anything over that and you get £500

Thameslink suffered this 30 months ago. drivers being forced moved when Bedford partially closed. Some were moved to Luton and others to St Albans. Unfortunately a document "The Purple Book" that was around in BR days is still used and tbh its very archaic but that is the railway allover.
Anyway 6 years travelling time allowance. 100% for 3 years then 1 year each at 75%,50% then 25%. Again it will depend on distances too as when it goes over a certain mileage then relocation packages can become involved.

A mate of mine was a guard based at Neville Hill in the early 90s, but lived near Halifax. They asked him to sign on for duty at Manchester Victoria one day - I think it was the aftermath of significant snow disruption so everything was out of kilter. He said fine, as the journey time was about the same and thought no more of it. Until he got his next payslip with an enormous extra chunk of money in it. When he queried it he was told it was correct, and that signing on at a different depot entitled him to be paid walking time between the two.
