Delay Repay with rail replacement bus

If your train is replaced by a bus it invariably takes longer than the timetabled time.
In those circumstances can you claim a delay repay or is this "special circumstance"?

If the bus was scheduled when you bought your ticket you can claim if it results in you reaching your final destination later than you were advised in the itinerary or according to the timetable. If it's a short notice replacement you can claim against the scheduled arrival time of the train you would have caught.

What is the position if it is a scheduled RRB which is itself delayed?
