Delay repay to station groups

I recently travelled from Paddington to Worcester Foregate Street. My ticket was issued to a station group - i.e. Worcester Shrub Hill or Worcester Foregate Street.

My train was 44 minutes late and terminated at Shrub Hill. The next train to Foregate Street arrived over an hour after the scheduled arrival time.

GWR have approved Delay Repay in the 30-59 minute category.

Is this right (because I arrived at the first of my station group 44 minutes late) or should it really be in the 60+ minute category (as that is the arrival time into my intended station)?

Yes, but I travelled later than the itinerary issued when I purchased the ticket (which was fine, as it was an off-peak rather than an advance ticket).

I do have a SeatFrog itinerary for an upgrade I purchased.

They do both have me going to Foregate Street, not Shrub Hill.

If you waited and carried on to Foregate Street, you get delay repay. You MUST have travelled.

If you simply got off at Shrub Hill and didn't travel any further - delay repay is based on the arrival time there at Shrub Hill.

If you travelled to Foregate Street and claimed for Foregate Street, you should get the 60+ delay repay.

I did in fact travel to Foregate Street, but I walked from Shrub Hill because it got me there earlier than waiting for the next train (although still more than one hour after the scheduled time).

So Foregate Street was the end of my journey, but Shrub Hill was where I left the railway.

There isn't a fixed link between them, so by leaving at Shrub Hill your journey ended there.

However, you could mail GW pointing out that you intended to travel to FS, that you walked instead of waiting for the next train which reached there at hh.mm.

If it was a return trip you could also say that you started at FS (if you did!).

Within the last two years I walked from Anniesland to Hillfoot due to a complete power failure, screenshotted maps as I passed Hillfoot and ScotRail accepted that (after a lengthy to and fro about split ticketing), after all, it was my destination and I got there, no different from arriving in a taxi or coach.

Delay Repay refers to arriving at your destination.

If the OP went straight home from Shrub Hill then they'd have trouble arguing that Foregate Street was their destination. But if they did go to Foregate Street then that's their destination.

Certainly I've had claims accepted before when the WCML went up the spout and instead of travelling to Hemel Hempstead I used ticket acceptance to travel to Amersham and got a lift from there. They paid up based on the time of arrival back in Hemel.

It probably will take a follow-on email explaining this; the semi-automated systems won't identify it. Just to note that the arrival time is the time they arrived on foot, not the time the next train arrived.

Thanks. I did indeed start from FS for the return.

I won't appeal this, primarily because I have already got a relatively decent outcome and life is too short, and I appreciate that me walking the last stretch complicates matters.

But I'm concerned there is a bit of a problem with the automated system. Both my itinerary and my claim were for Foregate Street, and whilst my train arrived into Shrub Hill "only" 44m late, there was no way to reach Foregate Street by train with anything less than a 60m delay. Why should the cancellation of the final stop change the outcome? Surely the system should calculate when the traveller might have reached the stated destination? Would it have been different if they weren't in a group? For example, what would have happened if I were travelling to Great Malvern instead?

In another universe you just claim for the delay you’d have actually suffered had you stayed with the railway and not walked.

I thought I had done just that, but the system seems to have assumed that I exited at Shrub Hill (which in fact I sort of did, although Foregate Street was genuinely the end of my journey and I did walk to it). Had I in fact waited and got the train to Foregate Street, I'd have made the same claim and received the same result, which is why I think there's something a bit broken.

Your arrival time and lateness would have been (more) clearly defined.
I agree, but I'm not sure why that should be the case, other than the fact there appears to be a 'bug' with station groups.

If my home were near Reading West, I'd be a bit aggrieved if the system merely said "well, you weren't too late arriving into Reading".

I'm a bit confused by the notion that life is too short to fire off an email to GWR pointing out that this is wrong, but not too short to post about it here, which takes just as long?

We can't fix it. GWR could.

The consensus seems to be that my walking the last stretch has confused matters. I don't want to risk claiming for something that I might not be strictly entitled to, and frankly I'm claiming the tickets on expenses anyway.

The thing to do would be to explain exactly what you did, where your final destination was, and what time you passed Foregate Street station. Put the ball in their court while making it clear that you believe there answer is incorrect.
