Thank you for contacting London Northwestern Railway regarding your Delay Repay claim, at present only customers with a monthly or longer season ticket are eligible for a refund on the date of travel that you have claimed for due to strike action affecting your journey.

If you wish to claim for a partial refund of your single, return or 7-day season ticket we would advise that you return to your point of purchase."

^^^^ This is a new excuse! So, they are wrong. The day in question was not a strike day, and the train was heavily delayed because of a fault. Also, their own website quotes:

Can I claim compensation if my journey is delayed?
You will be eligible to claim Delay Repay if your journey is delayed by 15 minutes or more against the revised timetable in operation on a strike day. Please keep hold of your ticket and submit your claim within 28 days of travel.

So now what to do? This was from July. They refuse to even acknowledge a complaint, due to heavy workload, let alone send a deadlock letter. The ombudsman will not open a case without a deadlock letter. There do not seem to be any more steps?

Do I really have to take them to small claims court over a day return ticket???

Hope you don't take this the wrong way, but did you definitely put the right date on your initial claim?

If they haven't resolved the complaint within 40 working days, you can complain to the Rail Ombudsman without a deadlock letter.
