Delay Repay - Northern or TPE?

On the 12th of November I made a journey from Holmes Chapel to Doncaster and back.

The tickets I had were:
an Off Peak Day Return (Holmes Chapel-Chelford)
and Off Peak Return (Chelford-Doncaster).

Due to engineering works I had to travel via Leeds. The outbound journey was on time but the return journey was delayed.

The journey I made was:
16:58 Doncaster-Leeds 17:28 (LNER, On Time)
17:45 Leeds-Manchester Piccadilly 18:50 (TPE, arrived approx 19:03 (13 mins late))
19:07 Manchester Piccadilly-Holmes Chapel 19:43 (Northern, arrived approx 20:01 (18 mins late))

As the TPE train was delayed 13 mins by the landslip diversion, I thought I would miss my Northern connection, however, after looking at RealTimeTrains, the inbound service due at 19:03 was 5 mins late (19:08). So the earliest the next service could leave was 19:11 if it had a very quick turnaround. When I arrived at Piccadilly at 19:03 I went to the platform and waited 10 mins for the inbound service to arrive. After a lengthy turnaround, it finally departed at 19:21 (14 mins late) and built up a delay enroute, finally arriving at Holmes Chapel at 20:01 (18 mins late).

I made a Delay Repay claim to Northern which was rejected and passed on to TPE. I appealed the Northern Delay Repay and they rejected it again, sending it to TPE again. TPE then rejected the first Delay Relay claim being passed on, sending it back to Northern. So they are just blaming each other for it.

So who is responsible for this delay, TPE or Northern?

Northern; whilst the TPE service was delayed it did not prevent you from catching you your connection.

You may have to get in touch with customer services to get Northern to pay up.

Yeah, that's what I thought. I have no faith in them though, I currently have another case going through the Rail Ombudsman from 4 months ago.
