Delay attribution when signallers put fast behind stopper

Just noting that 1M19 Glasgow to Euston has been stuck behind a slower Liverpool Lime Street to Euston service tonight. Looks like NR signallers are to blame as the Glasgow was on time as far as Stafford but the Liverpool was not routed out of the way on the up slow from Stafford. The Glasgow is now 15 min down snd won't recover. Who get's the blame? Is it operational error on the part of NR? Was there anything Avanti could have done to avoid this?

I'm not experienced but looking at RealTimeTrains, I think the culprit is 6Q61 which left Crewe 10 minutes early using the Slow Up (through Platform 4 at Stafford) "forcing" 1A82 from Liverpool onto the Fast Up and consequently stopping at Stafford using Platform 1 (scheduled for platform 4) - consequently 1A82 left Stafford on time but on the Up Fast Could still be NR signallers fault at Crewe though!

There seemed plenty of opportunities to route the ex-Liverpool down the Trent Valley slow before its Nuneaton stop to allow 1M19 to pass and remain on time. Seems a strange bit of regulation that. Doesn't seem to be the way to run a right time railway at least.

In fact the Glasgow was due to pass the Liverpool at its Stafford stop around the same time, and should have had priority as it was within a minute of its booked slot. But the Liverpool was given priority where it could have been held in the platform until the Glasgow had passed. It's ooerational deczions like this that annoy passengers especially as a late arrival at close to midnight starts to affect onward travel with tubes closing down etc.

If the railway applied common sense, the ex-Liverpool would have been held a little longer at Stafford; it would have still been easily on time or early into Euston. The Glasgow would have avoided a delay.

But common sense rarely applies in this country.

If the railway applied common sense, the ex-Liverpool would have been held a little longer at Stafford;

It can be difficult, not to say unfair, to criticise regulating decisions without knowing every single factor affecting the railway and train running at the time.

Whilst stuff like this is frustrating (and I’ve been on the wrong end of several examples), there is usually a good reason.

In this case it is most likely to be that the ARS (Automatic Route Setting) routed the trains in booked order. There is then a discussion to be had about why the signaller did not take the train(s) out of ARS and manage them proactively, but there could (And will be) any number of reasons for that.

alternatively, it could be the case that Avanti specifically requested the trains be kept in booked order.

It would be pretty unusual for a delay like this to be put down to the signaller, unless he/she had been instructed to change the booked order of service and he/she didn’t do so.

The difference of a 110mph vs a 125mph unit for a short distance would not have a noticeable impact. Only 25 miles between Crewe & Stafford. If they were both Pendos then that time of night there would be plenty of make up time. I think it was via Northampton too the last few days (but haven’t checked).
Could be ARS too.

But both were Avanti Pendolino's - the ex-Liverpool running to slightly slower Class 810 timings with stops at Crewe, Stafford and Nuneaton. The ex- Glasgow stopped at Warrington BQ and was not due to stop until Rugby. It was about a minute late through Crewe, while the ex-Liverpool arrived Stafford mega early because it is a 125mph unit and was probably routed UFL rather than SL from Crewe and should have stopped in Stafford P4. It ended up in P1. It was not due to depart Stafford until 21:55, while the Glasgow was due through at 21:54 1/2. BUT - because the ex-Liverpool route was set out onto the FL, the Glasgow ended up being signal checked into Stafford awaiting its departure ahead of it. i would assume any ARS would have set the through line first for the ex- Glasgow unless it was seriously late and would have required a signaller to intervene and reset the route to let the Liverpool out in Front? But maybe the intervention into rerouting it into P1 messed the ARS up. Is the overlap for P1 so short that it would have required route setting back onto the USF to allow the set into the platform?

it seems a crazy decision. I cannot understand how an 80mph TSR justified this. And the services booked for P4 ahead of the Liverpool appear to have arrived and departed on time ok. The ex-Liverpool still ended up early at all its stops - quel surprise - while the Glasgow ended up 15 late - due to one unexplained regulating decision between Crewe and Stafford. Would not have happened in BR days. The 'express' would have gone through. Not sure AVANTI control would have been pleased with this either as it added cumulative delay minutes to the Glasgow at a time when it is struggling to improve its standing in the industry as well as regain passenger confidence.

Not working in the responsible Signalling Centre, Network Rail or TOC Control I do not know why the regulating was as it was, however if you do and can explain further I am all ears also!

Poor regulating did not happen in BR days? Not quite how I recall things.

Y coded against following on time 1A82 (the Liverpool)

When something is coded to NR or TOC etc. Does the other side see it too ? Using the above example. The attribution team kicks the delay back to NR and they end up swallowing it. But then, can the TOC see how many times NR have received a Y code or is this data considered 'sensitive'

I assume that delay data isn't public at all ? (Other than right time data)

It sits in TRUST, so the TOCs can see it, otherwise they cannot dispute it. If you have a log on and the right privileges then you can dispute incidents.

Its how its been attributed, it doesn't mean its correct. It could well end up being disputed and moved.

With 10 years delay attribution gamekeeper experience (and more in previous poacher roles) I'm gonna call what I see here. Putting it down to the TSR's an error as 1A82 is not in it's booked platform. If something's off booked route, be it platform, running line, or entire route, that (almost) always takes precedence in the attribution of the delay.

Here 1A82 has been put into platform 1 and the route set out the south end immediately, so there's no opportunity to pass 1M19. Why is it in platform 1? It's been send on the Up Fast from Crewe vice the Up Slow to get around early 6Q61 & 6O46 but would still have been switch to the Up Slow as Doxey Jn. That said on Tuesday 1A82 was also run on the Up Fast, with no other trains on the Up Slow, but as the route wasn't set through the platform 1M19 was able to get past. This seems to have been the normal way of doing things looking at other days too, so it's a combination of it being on the wrong line and the route being set through. If only one of the two doesn't happen 1M19 gets a clear run.

Shouldn't be, it hasn't previously been done line that from what I can see. Same was done last night as the night before, though 1M19 still arrived Euston early, blamed on the fatality at Rugby, presumably being unable to cross 1A82 to the Up Slow at Basford Hall Jn due to late 1S98, though again it could have crossed to platform 4 at Stafford without delaying anything else, or could have had the route not been set through platform 3 and the junction for 1D94 as it passed Rugeley 11 miles away. Personally I think the route being set very early's just the style of the signaller on duty the last couple of nights.

Suggested or requested maybe, but signallers are responsible for regulation. If the signaller could show that their decision minimised overall delay, or otherwise followed the regulating policy, they wouldn't get the delay.

The overlap for signal LS5582 at the Up end of platform 1 defaults to continuing towards the Arrival Sidings, i.e. away from the Up Fast. It can be swung towards the Up Fast but there is no point in doing this unless an onwards route is to be immediately set. See the attached screenshot from SimSig, which probably looks fairly similar to what the actual signallers see on their workstation.

The overlap therefore isn't an issue here. It would, however, be for the opposite move - train from the Down Fast calling at platform 3, then being overtaken by a non-stop service. In that case, the overlap from signal SC5591 at the Down end of platform 3 defaults to continuing onto the Down Fast, and the only alternative is swinging it towards the Up Slow (which therefore prevents a simultaneous arrival into platform 4). The overlap must time out before a route can be set for the overtaking service, which therefore extends the time needed for the overtaking move.
