I'd assume the latter. IIRC it was a lack of any pre-requisite work having being done on the units (apart form the roof structure) which was one of the main reasons dual voltage conversion was reported to be uneconomic in 2006. Which I already pointed out earlier.

Let's just forget about the 458/5s eh?
