announced today during his speech to the CBI, on top of the spending review which announced the continuation of the crossrail link, today he announced the money had been put in place for HS2 and major upgrades to the ECML WCML and london underground , All part of his new national infrastructure plan

hopefully it will be good news for the railways and not just a publicity stunt

I suspect we are getting back to the traditional way where borrowing can be justified for capital expenditure (buying now saves money as prices rise). What has happened in recent years is that a large amount of borrowing was for revenue items such as staff costs, where there is no such saving to be made.

Its pretty much what was planned to be spent by the Dft over the next 5 years, they heavily cut its revenue grant budget (28% cut) but barlely touched the capital investment (8% cut).
