With judicious use of search words, you can usually find most data off the Network Rail web-site, but I can't find the list of dwell times and turn-round times for stations. I've got an old copy that I transferred onto a Word Doc, but that was a couple of years ago. I particularly want to know WHEN the dwell time at Alnmouth changes from 1.5 mins to 3.0 mins, when the station becomes unstaffed. Anyone know what the NR URL is? I'd be most grateful.

rules to us - guidelines to the TOCS?
Perhaps, but there are plenty of places where both parties are quite happy to accept non-rules planning. Its in the same vein as dodgy SRTs - can be a far better bet to go with what experience tells than whats written down on paper...

Or you could just get the SRT corrected. But no, that would be too much like hard work...

The NR WTT is now available on-line.
Yep, it's been available for a few months now.

Can be a pig to read, but there is an index.
Agreed - some of the abbreviations, symbols and terminology is way over my head, but that's a non-railway professional talking.

The full WTT will, of course, give all dwell times....
MOST Dwell times can be deduced, but only IF the arrival AND departure times are quoted. In the current WTT, there are quite a number of stations that omit the arrival time, e.g. Alnmouth & Luton Airport Parkway, which is a pain in the arm!
