I know that if I had enough money, I could arrange a custom rail tour through one of the many companies that run them, or even through a TOC if they were interested. It would of course be subject to available stock, stock clearances, staff, and available paths, but within reason I would be able to have a train run from station A to station B.
What would happen if I said to (for example) SWR - I want you to run a train for me. But, I want you to run it as a train in normal passenger service, just with different stock. So, as an example, instead of running a late Sunday evening fast Waterloo-Weymouth train as 1x444, I want you to run it with 2x158 + 1x159. This would provide more seats than a single 444, so passenger capacity wouldn't be affected.
Assuming they had the stock available, and money was no object, would they be able to do this? Or are they obligated to run Weymouth services with 444s/450s?
