The promotion is valid for travel from July 1 through August 31, 2023. It is primarily intended for tourists who intend to actively tour Czechia by train over the summer. The sale starts on 15th June.
The cost of the ticket is 1390 CZK (50 GBP) for seven days and 1990 CZK (72 GBP) for fourteen days, with discounts available for children under the age of 18, students up to the age of 26, and senior citizens.
It allows unlimited travel on all Czech railways trains with unlimited distance travelled, unlimited stops, and unlimited number of changes on all regular connections.
There is a small supplement for some "express" trains. The ticket is valid only on České dráhy trains, not on those run by various private operators.
Full conditions and a booking form are available here (in English).

I am not sure where details of the supplement can be found - or were you referring to the compulsory reservation on some trains (usually suprecitypendolino services)

THis summer (letno) offer is there since some 10 years-before this weekly network ticket was available all year. The downside is that the cheap one is CD ONLY and more and more local lines are being outsourced to other operators.
Its not unique, more countries have similar offers:
Slovakia also used to offer one, again ZSR only, but this covers still about all raillines.
A similar and even better value ticket is also available in DK=Denmark for ALL transport, incl bus and tram/metro. There is a limited nr for sale, but I had no problem buying one last week. It is 399 DKK, about 55€ and for 8 days, but when I bought it, it seemed it was only for sat-till next sat. Traditionally summers in Scandinavia start on longest day/midsommerafton=21/6 and end early august.
SJ in Sweden also has some kind of offer (I´ll have to search for this for details) and the local regions Skane (the far south around MalmÖ/Lund and also Blekinge) offer one-in regions it is for all local transport.
And only for junior till 26 there are good summertime offers in Belgium (must also get a personal MoBiB chipcard-extra 5€ to buy, can be made right on the spot at staffed counters, quite unlike how its done in NL) and Austria. Again this is not new but, maybe at lower price, also on offer the last few yrs.
Slovenija has also revamped its ticket offer since 1/6 and now offers a dayticket for all rail for just 15€. There is also an offer for free transport for seniors, but it seems this is limited to those who actually do live and have a steady adress in SLO.

The supplement is basically for the handful of SC services Prague-Ostrava.

The price has gone up and the validity down but it is still a very good offer. There is also a weekly One Ticket for CZK1915 - not as good value but valid on all operators.

You don't need to buy in advance unless you want to use it from the border.
