Cutting an avatar

Ive tried to do this in paint and everytime i cut then paste onto a new page it just has the massive white back ground..

can anyone who is good with this sort of thing help me out for a new avatar for me please?

In paint you set the size of the new image smaller than the size of the one you want to paste:

1) Press Ctrl+E (or, Stretch and Skew from one of the menus)
2) Select 10x10 as a size
3) Press OK
4) Paste
