'Customer service update' announcement spam

I've recently noticed that the interval between 'customer service update' announcements has become really short. A few days ago I counted 15 seconds between announcements at Earl's Court, and today I counted 4 seconds at Acton Town. Today it was cycling through two different announcements nonstop after one another.

Is this a glitch or has there been a change?

The answer would most likely depend on whether they're manually (supervisor) recorded messages or the pre-recorded pre-programmed ones.

If it's the pre-programmed ones, it could potentially either be a glitch with the DVA system at said stations, a human error with scheduling on the DVA system, or potentially a message generated by the LIS (Line Information Specialist) or LUCC, who can auto schedule service update announcements at all stations (although this is rarely done purposefully). Often when an LIS scheduled announcement comes up in the schedule on the DVA system at a station, the intervals can often be too short or the message be incorrect information (such as a good service message being played during times of large disruption), which are usually all made in error and will often be rectified fairly quickly by the station supervisor.

If it's a human-recorded manual announcement then it could only really be human error with a wrongly set scheduled interval.
