Current Oyster/contactless Off Peak caps

Hi,

Recently I heard about the "U-TURN" on off peak caps (£8 for 1-4 and £8.80 for 1-5 and 1-6) so to qualify I should either
1. Travel 8 times a month
2. Travel 2 times a week

Are these already running for contactless and oyster? How long do I have to wait for a refund? I will have a guest coming so I'm wondering if it cheaper to buy him an oyster/giving him one of my contactless card than buying gold-card-discounted railcards (I will be travelling with him).

A Gold Card discounted Off Peak Day Z1-6 Travelcard costs £7.90.

The refund will start from April, and be backdated to 2 January.

Well, the new cap is better, as he will not depend on me to get the railcard. It is very confusing that this is not in TFL page and I'm not too sure how it will be processed if I use two contactless cards or a mix with oysters.
I wish they were more clear...

Refunds will only be processed where all qualifying travel is on one Oyster card or one CPC. Note that there is no new cap per-se. There is a refund if you exceed the level of the reduced 'cap' twice in a week or eight times in 4 weeks. Refunds will only be processed monthly in arrears starting in April.

Does the new cap only apply if the journey starts in one of the outer zones?

I get that all of the travel has to be off-peak - does this mean outside the evening peak window also?

No. It will only be reached by making several journeys and it doesn't matter what order these are made in.

No. The off-peak cap applies between 0930 and 0430 the next day.
