I'm not sure this is true any tube station I've tried (even little outer-zone ones without a National Rail service) can at least offer railcard-discounted travelcards.

Yes, however this thread concerns single and return tickets for through travel to National Rail (not Travelcards), from the booking office window, so my answer is with regards to that.
To the OP - have you tried the Passenger Operated Machines to get your ticket, as on occasion a partial range of Railcard through tickets is available?
