Right thinking, but wrong conclusion. Every word in the clue is significant. Castleton could be clued by 'rook adding weight' but the one I'm looking for cannot.

Not so. That one could be clued by 'rook takes to the air' or some such.
The place I am thinking of has a two word name (6,9). Its population is low, but I expect most people will have heard of it in the context of transport (though not rail).
