The willow is not the only tree bearing catkins.Seems I can only think of daft responses these days -- if only Prickwillow station (Ely -- Norwich line) were still with us: it was open only from 1845 to 1850. The thief might be equipped with spike-type gadgets, with which he would prick / pierce the willow catkins, and make them part company; or it could be a variation on the old cant word "prig", to steal ...
