@John Griffiths suggests (paraphrasing) Cambridge -- Camb[odia] + ri [religious instruction] + "whatever"

Watton-at-Stone: implying that some Khmer extremists have reduced the (Angkor) Wat temple complex to tons of stone.
Camborne?
Oxshott (cattle being sacred in parts of Asia)
Nottingham - people are OTT in where else but Nam, as vets would refer to it. The gh could be a disguised 'Good Heavens' at the nefarious goings-on.

Gentlemen -- "across the board", marvellous mental gymnastics: congratulations all round ... @John Griffiths, I'm giving it to you for your Watton-at-Stone as above: you have the totally right scenario; though my envisaged answer was Blue Anchor (West Somerset Railway) -- the malefactors blew up Angkor Wat (in the absence of almost-bull's-eye as by you, I'd been about to give an "on heritage line" pointer).

@John Griffths, the next one is yours to set.

Wembley Stadium?
That's the one.

The person referred to in the clue is the late Tofiq Bahramov (1925-1993) the linesman (at the time wrongly referred to as Russian) whose actions led to the awarding of England's controversial third goal in the 1966 football World Cup final.

Your turn to kick off the next round.

Trivia. Bahramov is the only referee to have had a stadium named after him the Lenin Stadium in Baku being renamed in his memory shortly after his death.

Is Oban known for stone throwing? If so 'twould be a shame for such a beautiful area.

The rain is falling on Lancashire. It's dampening Bolton, moistening Chorley, and. . ?
