Cross London tickets

When using a national rail ticket that involves an underground journey across London from one terminus to another, a paper ticket is obviously valid to use on the tube ftom terminus to terminus, but is it valid for any zone 1 journey or just between the specific termini?
So for example could it be used for a Paddington to Victoria journey to go from Lancaster Gate to Green Park instead?

It’s valid from Paddington to Green Park, but only Lancaster Gate to Green Park if the latter former ordinarily accepts cross-London tickets.

Lancaster Gate is listed, so your proposed itinerary will be OK. You just can’t use the ticket later from Green Park.

You can exit at stations in zone 1 not listed above, such as Green Park.
You are allowed to break your transfer journey once and leave the Underground, Elizabeth line or DLR at any intermediate station. For example, if you are travelling on the Underground between Victoria and Euston, you can exit at Oxford Circus. However, if you subsequently wish to continue your journey by Underground you will have to purchase another ticket or use pay as you go to travel to Euston

You can only make one journey without a break per Underground transfer. So you would be able to exit early but then you wouldn't be permitted re-entry without paying again.

You may leave at Green Park, but don’t expect the barriers to automatically let you out. That can lead to a problem if when you ask an LU staff member he/she is not familiar with the rules.

It isn't as simple as being Zone 1 ticket; on the one hand it's valid at a number of stations well outside zone 1 (including Amersham in Zone 9!), but there are also many Zone 1 stations where it isn't valid.

The transfer has to be started at a recognised interchange station - @jfollows has helpfully provided the full list of these stations above.

Most of these are obvious stations such as London Termini served by both National Rail and Underground/DLR services, but a few are for 'outer London' interchanges (e.g. Wimbledon or Upminster), or are intended to serve nearby National Rail stations (e.g. Tower Hill for Fenchurch Street, or Lancaster Gate for Paddington).

You can then use any reasonable route to transfer between 'appropriate' interchange stations. Obviously that leaves some room for interpretation but I would suggest anything that a popular journey planner comes up (such as TfL Go or their website, National Rail Enquiries or a ticket retailer, CityMapper or Google Maps) would likely be considered reasonable.

You can exit at any intermediate station along your reasonable route, but you cannot continue the transfer after having exited. This point is sometimes contentious, as a notable minority of TfL barrier staff don't seem to be aware of the part of their training manual that states this. However I have rarely been completely refused exit, it usually involves a discussion and being allowed "just this once".

I left one TfL barrier staff member very puzzled by offering to destroy my ticket in exchange for being let out, since I didn't want to travel across London. I simply bought a cross London ticket as it was cheaper than one to that station! His opinion was that I should be imprisoned in the network and forced to travel to the destination on my ticket.

However, as usual, we ended on a "just this once".....

Indeed. This is the common outcome.

The staff may want to endorse your ticket with the time and location of your exit also. If they suggest this I'd just let them do as they wish, as you won't be able to use the ticket to enter again regardless.

I wish they would do this more.

TfL take a rather unhelpful and self-serving view about through journeys, whereby they seem to think it's perfectly okay (for example) to make a through journey from Paddington to Tottenham Hale via Bond Street (Hanover Square exit) and Oxford Circus if you're using PAYG, and will charge that as a through journey as long as you don't hang around too long, but that apparently becomes an unreasonable thing to do on a cross-London ticket or a ticket to or from Zones U123.

Now, I can understand TfL being sensitive about the fact the area around Oxford Circus is one where some people will want to break their journey, and they have no way of checking how long people take over their transfers if they're not using PAYG. So an obvious solution, rather than trying to stop people with through tickets leaving and re-entering the system at all, would be to endorse the ticket with the time and location of exit and say "you've got 20 minutes to get to Oxford Circus if you want to carry on using this ticket on the tube - after that you'll have to tap in". When support for e-tickets and paper roll tickets is rolled out one would expect CCSTs to be phased out anyway, so it'll no longer be a problem as gatelines or staff will be able to check the scan history as needed, but for the time being the trusty biro would appear to be a perfectly good interim solution for this.

Does anyone know why Camden Town is not on the list of cross-london tube stations as there is an out of station interchange with Camden Road. Is it due to the station being considered to small for entries and exits?

I was looking up a perticular ticket and route and the Trainsplit booking site routes one via Highbury & Islington. If you try to restrict it to avoiding Higbuy & Islington is of course fails as Camden Town is not in the list of cross-London stations.

It would be valid to finish your tube journey there, though, as per rules and once I did so I had no issues getting to Camden Road to continue my journey.

How about East Putney / Putney? This station has been mentioned previously that it can be a sensible station to change for Windsor / Reading trains but it is not on the list, which may result in trouble if intending to travelling on the tube to / from this station to end / start a transfer.

There are also other similar stations like South Ruislip / West Ruislip etc. which are sensible stations to change but not on the list as well.
