If that’s what the Guide (under the ‘in favour of the consumer’ interpretation) says, yes.

Given that mapped routes are specifically treated separately to shortest routes then I don’t think the argument that the journey in question is longer goes anywhere. It’s either permitted by the Guide (properly interpreted, which is a legal question) or it is not.

The maps are for any permitted tickets. In this case there is no any permitted ticket, so the maps are irrelevant.

How do you determine permitted routes on routed tickets, if not by reference to the Routeing Guide?

For instance take a London Terminals to Shrewsbury, route Warminster-Salisbury ticket. It's nowhere close to being the shortest route. Obviously there are no direct trains via that route. If you don't use the Routeing Guide, this ticket has no permitted routes...
