Cross FOC/TOC co-operation in breakdown situations

Apologies if I’m wrong area... please feel free to move if somewhere more appropriate!

The recent using of a Virgin(?) voyager to rescue GWR passengers and tonight a GWR 57 rescuing a DB(?) clay train got me thinking......

How do these arrangements work.... how do they even come about?

Is there default agreement and if you are best placed to help you just do and don’t charge?

Or would have DB for example phone Long Rock and said please can we hire you’re loco and they’d dream up a figure? Guessing it may have been in GWR interest as could have been blocking them...

Any insight to the process would be interesting.. why didn’t a GWR HST or 800 rescue there own!?

I think it's whatever is most practical and what's close by to get the situation sorted out quickly, so there's a higher chance of getting things back to normal with less delays.

A couple of years ago there was a 70 that broke down at High Oaks Jn near Rugby and shortly behind it was a light engine 68 on another service. It'd make sense for the 68 to rescue the 70 since they were both going to Crewe, so that's what happened.

Not sure on the monetary side of it though? Presumably this is sorted out after the problem has been resolved?

The various Network Rail Route Controls have the power to commandeer resources to clear the line during disruptive events. Money does change hands afterwards once paperwork is completed.

I'd imagine it's as beneficial to the toc/foc that's assisting in order to get the line cleared anyway
