Considering Northern and Trans Pennine Express can have multiple units coupled together with only one Conductor is there a reason why Cross Country Trains can't do this, I ask this as there's a couple of services in the late evening from Manchester-Birmingham that are operated with 2 Voyagers coupled together with only the front one in use

Cross Country can do this. Plenty of services are operated by them which are doubled up with only one guard.

Are the services in question frequently overcrowded? If not, and the passengers can happily fit into four carriages, then I see no reason why the other unit needs to be open at all.

Probably just for conveniences sake - there's little point in having 8-10 coaches available in the late evening, when most services are relatively quiet. Additionally, you've no catering or other crew in the evenings, so there'd be no staff presence to offer customer service in one set, wander through to check everyone's okay etc, and you'll have avoidable litter being produced that'll need tidying, both of which aren't mission critical but not ideal either. There's numerous occasions as has been noted where two units attached together are worked by one TM.

There must be a member of retail staff in the other set though (TM Back set, retail staff in front).**

** This is for Voyagers not 170 operated services
