Create own rail network

Is there any PC/Mac software where you can create your own railway network including scenery etc, rather than simulation? I know about Rail3d but was wondering if there was anything else out there.

I mean, that's kind of what Trainz is.

It markets itself as a simulator these days, but its main selling point is the full world-editor, which is trivial to use.
