It's part of the Cumbernauld wiring scheme. The entirety of Cowlairs is going to get wired eventually as part of EGIP or CP5 improvements so when they were working it was entirely reasonable to do the chord as well. Once the EGIP works are complete the plan is to return the Cumbernauld services back to the high level station.
