Could the Cambrian line revert to basic interlocking signals?

On the Cambrian line, could it just go to basic interlocking like some other single line sections in the UK? Wrexham to Rossett I know works like this. No token needed of any kind, just interlocking signals and points.

Does it have track circuits/axle counters? Rufford to Ormskirk has now dispensed with the train staff because (I believe) axle counters have been installed.

ETCS Level 2 relies and track circuits/axle counters.

There are no actual signals, that is the point of ERTMS/ERTCS.
