It's not an excuse, it's fact. The OHLE was done on the cheap and when they tried using a 225 on the Skipton line it caused a voltage drop significant enough to stop every EMU in the area.

Surely the power supply was matched to the expected traffic levels with the supply being fed from the Shipley area sufficent for the EMU service. The use of a class 91 locomotive at the skipton end would have required an additional 25KV feed and would have increased the cost of the scheme out of all proportion to the benefits. I dont think its anything to do with the actual OHLE.

Exactly - 'done to meet the expected service level' is not really the same as 'done on the cheap', despite it being repeated so often about various branches, as for example on the Kings Lynn extension...

Is planning permission a requirement?
I thought the get out would be "Operational Requirement"

It may be a niceity to ask but not essential.

'Permitted development rights' is the usual get out of jail terminology used by NR. It's usually covered by the original Act for the particular section of railway...

Talking of Kings Lynn, it would have been nice if it had been left as double track but electrified all the way as a delay of a few minutes means missing the slot in the single track section on the Kings Lynn branch.

Having it as double track might have meant a half hourly service as well for Kings Lynn, :)
