I read the consultation paper, was very unimaginative and didnt really offer any soloutions only raising questions that couldnt really be answered within the scope of the consultation itself. Also contradicted itself a lot, e.g. saying long franchises good because it gives certainty to invest, but also suggesting it needs a frequent periodic review where they could be taken away removing that certainty.
