Concessionary passes

I am correct in my knowledge that concessionary travel passes do not carry the same ability to split ticket at stations where the train does not stop. Say for example you have a Merseytravel pass and you're splitting at Newton-le-Willows but travelling on a TPE service via Chat Moss or the Cheshire Line. (Is Newton-le-Willows valid to Manchester via Warrington? I don't think it is.)

I don't think it is clearly defined. Some local authorities specifically exclude the ability to use Condition 19 with their passes (eg. Travel South Yorkshire) while others say yes (eg. Freedom pass). I can't find anything from Merseytravel that specifically says either.

Newton-le-Willows is often used as a railhead for Warrington when that line is shut, but I don't think it is valid via Warrington.
