What happens to concessionary fares reimbursements for bus services that operate in two different councils?

I’m thinking of the Skylink service that operates in Leicestershire and Derbyshire.

Does one council pay or does it depend where the passenger boards as to who pays.

IIRC it depends on where the passenger boards.
