Not necessarily - I wouldn't have thought the OP (well not OP but you know what I mean in this case) would have had in mind to just have entries of scraping the barrel so to speak. I seem to recall a similar topic a few months ago where the winners picture was very good even if it didn't achieve the originally desired outcome.
Anyhow - I've entered and hope people don't think it is scraping the barrel either...I think the outcome is still quite good...but I guess we will have to see if the voting reflects that :P
Can we enter shots that were deliberately mis-focussed? For example, if you took a photo of a station sign with the train out of focus in the background, would that be OK?

Hmmmm - interesting one. I guess it comes down to interpretation of the topic.
As GB says, I'm not sure you can deliberately mis-focus as if it is, then it is planned as such.
However, I think the general guidance (especially given the time now) is to enter it - if it isn't deemed in keeping then the chances are the voting will reflect as such
