On a GWR return ticket to London recently the train was delayed 12 minutes outbound and 58 min inbound according to a website that records these details. Am I being unduly optimistic in my man-maths that the delay is over an hour total?

You are being unduly optimistic. The relevant delay was 0-14 minutes on the outward journey, which is a delay for which no compensation is payable, and 30-59 minutes on the return journey, for which 25% of the price of a return ticket is payable as compensation. (I think that's how GWR's Delay Repay scheme works).
