The A56 is busy because of the road layout around Colne. Several Roundabouts and Traffic Light Junctions between a Motorway and two roads (to (Crosshills) Keighley and Skipton respectively). Whilst I cannot vouch for the traffic, much of it is not aiming for stations that could be served by a Skipton - Blackpool South/Manchester service as the route is used as an alternative transpennine route.
Any tram crossing could be fitted between traffic light sequences created as a result of junction priorities for Motorway bound traffic, whilst traffic is held slow as a result of traffic for those vehicles Keighley and Skipton bound. A train on the other hand will block the road for 60 seconds at least.
