I believe paying by PayPal even if you use a card to make the payment allows any card to be used for collection. This has been suggested in the past for people paying for tickets for a friend or family member to pick up. The ticket reference needs to be emailed to the passenger of course.

Indeed it does. Buying eVouchers first and using them has the same effect.

Why is it not a security risk to allow people using PayPal to use any card vers allowing any card to be used otherwise?

I don't think that's the right question.

If you are asking why the policy is in place, there's a lot of credit card fraud going on, and this is an easy way to disrupt it.

Of course, TOD is going to be phased out, so this particular problem will cease to exist in due course (though some TOCs are making this a very drawn out process by dragging their feet over e-tickets).

It's more that it's impossible to do specific card for PayPal because PayPal doesn't tell the merchant the card number (indeed, there may not even be one because you can pay from a PayPal balance funded by direct debit or having received it from someone else).

Can this credit card fraud occur if people pay with PayPal? I'm just trying to understand why PayPal is OK.

I agree it will be phased but it won't be this year.
