Although it may not seem immediately obvious, the coldest places in England in late November are often the towns and villages at the foot of the North Downs in Surrey. As I understand it the cold air rolls down from the summits of the hills, becoming trapped in the Vale of Holmesdale below.
It's not unusual for FGW class 165s and 166s to find the going up Dorking Bank towards Gomshall rather difficult and for evening/late-night Reading-bound trains to reach Guildford behind schedule due to 'poor railhead conditions'. I'm not sure whether 3rd rail electrification of this stretch would alleviate or exacerbate the problem. Presumably lighter EMUs wouldn't slip so much on the ice of the running rails, but there its likely that ice might build up on the electrified rail.
