I'm approaching this from a non-rail background and just commenting on phone interviews in general....
I've had a couple with firms for an internship, and one thing I did was dress smartly, even though I obviously wasn't going to be seen by the interviewer and was just sat in my room at my desk. That way it helped to me remain formal and not slip into colloquialisms such as 'you know'.
This may not be at all what you're after, in which case feel free to ignore!

What role is it for?
Make sure you sit up, preferably at a desk and make sure you smile while you are talking. Sounds stupid but you will sound much clearer and it sounds silly but you can hear a smile over the phone.
Also don't dismiss tactics you'd use in a face to face interview. Ensure you know your stuff and have an answer prepared for likely questions. Do not rely on written notes as it is obvious when somebody is reading of a page when having a telephone conversation.

One piece of advice for telephone interviews in general:
Always have a list of the stuff you intend to say in answer to likely questions in front of you on the desk while your on the phone
It will help it flow a lot more smoothly
