I am wondering if it was necessary to call in at Cinderford New in order to leave one line and to access the next line

No, it wasn't. In fact there was never a direct connection from the Micheldean Road and Forest of Dean Junction Railway into Cinderford New station. Trains would have had to reverse at Bilston Halt to gain access.

Thanks for that clarification. Cinderford New seemed to have to wait quite some time before it had its named town station.

Hmm - at the risk of another brush with Rule 4:

Desford (1st station)

Although I think the new station was 150 yards west of the old one so we have got them in the wrong order!
