Does anyone know where i may aquire a overhaul manual for turbo units in particular for the EMD 12n-710 series engines currently used on cl66's.

I would suggest contacting the manufacturer of the turbocharger e.g. Garrett, KKK etc. Failing that, turbos are generally fairly easy to take apart as long as you have a good selection of tools and then maybe you would be able to obtain parts from a reputable turbo remanufacturing company. The main issue you will come across is getting the core of the turbo balanced and that is a professional job!
