Class 334 opening windows

Good evening everyone,
It is my understanding that the class 334 were all retrofitted with air-conditioning around a decade ago. However, I see them on a daily basis with dozens of their windows open. Doesn't that defeat the purpose of the costly refit?

Are the windows permanently unlocked or is it staff who are opening them?

I think they are all locked but it's likely staff opening them, I'd imagine the AC is failing in some of the units

Can happen on the 380s too sometimes.
