It could even be seen as good advertising as everyone probably knows the theme.
Normally it doesn't, no. But take Google and their deal for KitKat. No money changed hands over that. Nestle saw a clear promotional benefit.
If a programmer put an audio clip in without permission, there could be problems. Of course, the copyright holder may not care as it's not being broadcast (I think we can accept it's not intended to be used by Northern on a regular basis) and still take no action.
Maybe someone who really cares should ask Northern and report the clip to the copyright owners and let them sort it out, but it doesn't seem like anyone would take it too seriously. I wouldn't, for example, expect legal action to be taken as it would be negative PR for a start.
