NR only maintain the mainline, and one of the sidings/loop (nearest to the main line) and the dimond crossings with double slips at either end as well a some other points. The rest of the sidings belong to freightliner but I am not to sure who maintains the single line into the cement works. I know 20168 as already mentioned somewhere belongs to HNRC and is leased to lafarge and I am pretty sure the driver of 20168 is supplied by Lafage. I have only ever seen coal go in and cement come out in tankers, other materials may go in and out but I haven't caught them as yet.
I have seen a strange looking shunter come out of the cement works once or twice with blue circle livery called Blue John I have no idea what it is but it's the only one I have ever seen. I have seen all the other loco's at the cement works, there is a public footpath that takes you through the grounds of the cement works and you can get up close to all the loco's. I'll pay a trip and get some pictures for you, that shunter is in the link below.
