Clapham Junction to Waterloo

Looking at a certain tour around London with Oyster card, above isn't covered, so looked at fare to fill the gap

Anytime £2.40
Off peak £3.50

Clapham to Victoria the same and to Balham or Wimbledon similar. What's the point of the off peak fare when the anytime is cheaper? Or am I missing something?

Yes; the off-peak is a return ticket.
The National Rail website seems to give the price of the cheapest off-peak ticket that it can find - even if an anytime ticket is cheaper. Sometimes it will suggest you buy a very expensive rover if there aren't any off-peak tickets.

The £2.40 ticket is a day single, valid on any train.
The £3.50 ticket is a cheap day return, for which outward travel is barred on trains leaving Clapham Jn before 09:30. If you wish to travel before 09:30, you need a day return priced at £4.30.
The tickets are the same price to Victoria as they are issued as Clpaham Jn to London Terminals, and are therefore valid to both. You would get the same ticket if you asked for Victoria as you would for Waterloo.
If you are tripping around London, would a travelcard be cheaper than combining Oyster PAYG and paper point to point tickets?

Thanks for that info, wrongly assumed travelcard would be the same as a daily capped Oyster, so didn't give it any further thought!
Will go for the travelcard, provides more flexibility.
