Claiming refund on TPE??

Im not sure on this but if a train is over 30 mins late on First TransPennine Express trains do they pay out towards cost of ticket or is it a hour?

If the delay was within their control, they'll compensate you: 100% of the cost of a single ticket of 50% of the cost of a return ticket if your joruney was delayed by 30min or more.

Delays caused by severe weather, vandalism, suicides etc would not be eligible reasons for compensation. TPE Passengers' Charter

The train left Manchester late(not sure why) and there was something on the line near to Leeds.

Im on the train now its the 13.57 Leeds to Middlesbrough service and are running some 32 mins late.

I suspect you may not get anything in that case - delays have been experienced between Dewsbury and Leeds due to trespassers on the line. Delays also experienced between Leeds and York due to cows on the line - which you could possibly argue is Network Rail's fault and therefore within the control of the rail industry. There is no harm in trying however.

They (DFT) must have learnt from their mistakes. During the bad weather earlier in the year east coast who don't have that clause were paying out for the now and all the landslides between newcastle and Edinburgh.

It's the other way round. TPE is one of the group of TOCs with older franchises whose Passenger Charter compensation applies unless the cause of the delay is outside the control of the railway industry.

More recent franchises have included provision for a Delay Repay scheme where compensation is paid for delay of the appropriate length whatever the cause. Currently 13 companies have Delay Repay schemes.

It did amuse me that earlier in the year East Coast issued an emergency timetable with a metric sh*tload of extra time on all services to try and get around paying D-R... and then spectacularly failed to keep even to that. Oops.

Yes, I was once delayed by well over the specified limit on one of TPE's replacement buses. Needless to say, they failed to pay out. Personally I think that if the TOC isn't prepared to adhere their passengers charter in such circumstances they should have compensation from Network Rail reduced.
