So with plans afoot to possibly build tens of thousands of new houses between Kemble and Cirencester; Will this mean that long running plans for reinstating the Cirencester rail link will now likely happen?

Or will this be another case of building yet more masses of homes with no suitable transport infrastructure.

Unless its a stipulation/section 106 to build the railway as a consequence of building the houses, probably not. They probably won't have a great deal in terms of the other amenities you'd expect for a large development either.

Cirencester makes no sense whatsoever. It would be a 6 mile branch line, costly to build and a nightmare to operate.

For a fraction of the cost of building that line a dedicated rail link bus could be run for 10 years connecting with all trains and offering through ticketing - which is exactly the solution you would see in France.
