Because the work and contracted work to build the dive under had nothing to do with these points or any other work done at the time it was being build over the past 12 plus months.

I don't think the question was why it wasn't done as part of the dive-under, but rather why it wasn't scheduled to have been done during the period that the railway was closed for the dive-under works.

Most of the Werrington works involved either the ECML or the Joint Line being open, so Peterborough was also open anyway.

I have since learnt they are just north of Peterborough Station near the Peterborough box. A new scissors junction apparently:

There was a big hint they were near Peterborough Station in the announcement you first quoted, surely?
